Andrew Mannering was a Canadian intelligence officer known for working with the Canadian Security Intelligence Service and for working alongside the border security agency Immigration and Customs Security.

Mannering first encountered future ICS head Mike Kessler during the Bosnian War. Almost a decade later, Mannering and Kessler found themselves feuding over their respective methods of investigation. This would eventually culminate in investigations being launched by the two officers at the other, and resulted in Mannering's dismissal from CSIS due to corruption.

Mannering found work with the private security company Turcott Solutions, and once again had an uneasy relationship with Major Kessler following the company's hiring by Don Campbell. Mannering was present when Turcott disrupted an ICS surveillance operation on an 'Ndrangheta assassination plot and narrowly escaped death. Despite the resulting scandal having lead to the downfall of Campbell, Mannering was appointed to a newly created position by minister Jack Hardacre, giving him direct oversight over ICS and Kessler.
