COBRA Commander was the commander-in-chief of COBRA, a ruthless terrorist organisation that sought to rule the world. He was dedicated to achieving this through violent revolutions, some of which he had personally spearheaded in the Middle East and Southeast Asia.

- COBRA Commander was created by American comic book writer Larry Hama. Hama envisioned the character as "being in love with the sound of his own voice," and drew inspiration from William F. Buckley, Jr.. The creators of the cartoon series were influenced by Yosemite Sam.[2] The toy was released in the first series of the toy line, in 1982.[3]
- G.I. Joe: A Real American Hero #26 established the character's backstory as a used car salesman.[2]
- COBRA Commander was voiced by Chris Latta in the original cartoon series.[4][5] Latta also voiced the character of Starscream.[6]
