Donald Campbell was a Canadian politician who served in the cabinet of the prime minister of Canada. Campbell served in the roles of minister of External Affairs and Justice. Campbell's career ended in disgrace following the exposure in a public inquiry of his hiring of Turcott Solutions, an American private security firm, to covertly police the Canadian border. Eight people died in a resulting gun battle after Turcott Solutions interfered with an Immigration and Customs Security surveillance operation on an 'Ndrangheta assassination plot. Campbell's name had already been tarnished by association with failed sovereignty negotiations between the outgoing and incoming American governments, as well the Russian administration of the time.

  • In his first appearance, Campbell was bearded. It was implied that a cabinet shuffle would likely result in him being downgraded to Heritage minister. In his two subsequent appearances during the third season, Campbell had shaved, possibly for politically motivated reasons.
  • Bill Harris, writing for Sun Media, wrote of McKenna's performance in the role, "Patrick McKenna plays a great shifty guy. Fortunately, he takes that as a compliment."[6]
