J. Arthur Grover was a human head of the Federal Bureau of Investigation. He brought forward a secret project to President Franklin Delano Roosevelt.

Biography[]

During a rash of Fifth Column sabotage, J. Arthur Grover met with President Roosevelt to discuss a plan to end the attacks.[1] (COMICS: Case No. 1. Meet Captain America)

Grover was subsequently asked to meet with high-ranking army officials, and drove with them to a curio shop in a rundown tenement district. Agent X-13, disguised as an elderly shopkeeper, revealed to him that the formula had been perfected, before guiding the officials past a high-tech laboratory to an observation room, where the trio watched a scientist inject a young volunteer.
