The revolution is successful, but survival depends on drastic measures. Your continued existence represents a threat to the well-being of society. Your lives means slow death to the more valued members of the colony. Therefore I have no alternative but to sentence you to death. Your execution is so ordered. Signed, Kodos, governor of Tarsus IV.

Kodos, sentencing 4000 colonists to death, 2246

Governor Kodos was a human Federation politician and mass murderer of the 23rd century. In 2246, in the midst of a famine, Kodos used eugenics principles to determine half of the 8000 citizens of Tarsus IV would be allowed to live, and which would be culled to ensure sufficient food for the population. However, relief was delivered by Starfleet earlier than had been anticipated, and Kodos faked his death to avoid punishment. His actions caused him to become known as Kodos the Executioner.

Kodos assumed the identity of travelling Shakespearian actor Anton Karidian, and began touring the Alpha Quadrant performing the works of William Shakespeare. While in this guise, he fathered a daughter, Lenore Karidian. While Kodos took pains to ensure his daughter never learned of his crimes, she did anyways and began using the company's tours to murder survivors who could still identify her father. After Thomas Leighton sighted Kodos and was murdered for it, Captain James T. Kirk arranged for Kodos's acting troupe to board the USS Enterprise for transport to their next destination. Kirk eventually determined that Karidian and Kodos were one and the same after repeated attempts by Lenore to kill him. Kodos was horrified that his daughter had become a murderer to try to protect him, and sacrificed his life to keep her from killing Kirk.[1]
