Marla Cooke, expressing dismay at her betrayal

Special Agent Marla Cooke was a Central Intelligence Agency field operative and the founder of Project Fledgling, a program to locate and capture individuals with telekinetic and other paranormal abilities. After the project was deemed a failure, Cooke went rogue and absconded with three children.

Years later, Cook arranged for the three telekinetics to be reunited at Royalton High School, a custodial school for wayward students. Cooke assumed the identity of Vice Principal Jessica Holton[1] to keep watch over and mentor the students, as part of a plan to have her vengeance against the CIA.

The Office of Scientific Investigation and Research uncovered her plot, and after turning her proteges against her, she was arrested.
