Voltar was a criminal mastermind, and the leader of the League of Super Evil. A diabolical genius, Voltar's schemes have threatened his entire world on a regular basis, whether by seeking a new air conditioner for his base, or attempting to get free pizza.
He is aided in his endeavours by his loyal minions Doktor Frogg, Red Menace, and Doomageddon.
He is sometimes defeated by General Sergeant, or Skullossus and his dreaded Skullmandos.
